{"id":1661,"date":"2012-07-17T14:34:05","date_gmt":"2012-07-17T18:34:05","guid":{"rendered":"http:\/\/coatesvilletimes.com\/?p=1661"},"modified":"2012-07-17T14:34:05","modified_gmt":"2012-07-17T18:34:05","slug":"no-verdict-on-caln-solar-farm","status":"publish","type":"post","link":"https:\/\/coatesvilletimes.com\/?p=1661","title":{"rendered":"No verdict on Caln solar farm"},"content":{"rendered":"<p><span style=\"font-size: medium;\"><em><strong><span style=\"font-family: arial,helvetica,sans-serif;\">Board of Commissioners postpones decision on solar project<\/span><\/strong><\/em><\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\"><strong>By Jamie Richard<\/strong>, <span style=\"font-size: x-small;\"><em>Staff Writer, The Times<\/em><\/span><\/span><br \/>\n<a href=\"http:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/07\/21095695.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright  wp-image-1663\" title=\"21095695\" src=\"http:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/07\/21095695-300x239.jpg\" alt=\"\" width=\"210\" height=\"167\" srcset=\"https:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/07\/21095695-300x239.jpg 300w, https:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/07\/21095695.jpg 750w\" sizes=\"auto, (max-width: 210px) 100vw, 210px\" \/><\/a>CALN \u2013 The board of commissioners has further pushed back a decision on the development proposal for a 7.2-megawatt solar farm in the township at a conditional-use hearing, Thursday.<\/p>\n<p>The hearing was held prior to the board\u2019s regularly scheduled meeting and featured testimony from project engineer Denny Howe.\u00a0 Howe specifically addressed changes to the project\u2019s storm water management plan in response to concerns from the board and residents.<!--more--><\/p>\n<p>According to Howe, the plan has now included the installation of additional filter socks to the bottom two rows of filter socks designed to hold back storm water.\u00a0 Instead of two rows of individual socks, the rows will now consist of small three-sock pyramids.\u00a0 In addition, Howe ran tests on the project treating the panels as completely impervious coverage, despite the fact that the panels are placed above the ground and have vegetation growing underneath.<\/p>\n<p>\u201cWe have gone above and beyond the recommendations of the manufacturer in our agreement,\u201d said Howe.<\/p>\n<p>John Jaros, the attorney for the developer, presented the board with correspondence from the conservation district.\u00a0 The board had previously expressed concern that the developer would not be able to obtain a permit from the district.\u00a0 According to Jaros, the correspondence stated the project would receive its permit once it receives permission from the township.<\/p>\n<p>\u201cWe have increased buffering and screening, we have provided access, we have modified our storm water management design, we have provided public water and sewer to surrounding properties\u2026we have done our best to try and address the issues of a concern to the community, especially those township residents who live in close proximity to the facility,\u201d said Jaros.<\/p>\n<p>The board also expressed concerns about the maintenance issues with the project.\u00a0 Board president Vincent Rose specifically mentioned a similar project in the township in which the filter socks have deteriorated and are no longer functioning properly.\u00a0 Howe assured Rose that deterioration was due to poor maintenance and preparation of the site.<\/p>\n<p>Jaros presented the board with a proposed operation and maintenance agreement at the meeting.\u00a0 According to township solicitor Kristin Camp, the board wished to further examine the agreement before making any decisions.<\/p>\n<p>The board will hold the next hearing on Aug. 9 at 6 p.m.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Board of Commissioners postpones decision on solar project By Jamie Richard, Staff Writer, The Times CALN \u2013 The board of commissioners has further pushed back a decision on the development proposal for a 7.2-megawatt solar farm in the township at a conditional-use hearing, Thursday.
