Tom Corbett, said Chester County District Attorney Tom Hogan.<\/p>\n<p>\u201cOut of the ashes of a tragedy, good things can grow,\u201d said Hogan.\u00a0 \u201cThis legislation provides prosecutors with a vital tool to help protect our children from gangs.\u201d<\/p>\n<p><!--more--><\/p>\n<p>&nbsp;<\/p>\n<div id=\"attachment_2872\" style=\"width: 310px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/10\/Image-26.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2872\" class=\"size-medium wp-image-2872 \" style=\"border-width: 2px; border-color: black; border-style: solid; margin: 4px;\" title=\"Image 2\" src=\"http:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/10\/Image-26-300x281.jpg\" alt=\"\" width=\"300\" height=\"281\" srcset=\"https:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/10\/Image-26-300x281.jpg 300w, https:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/10\/Image-26.jpg 740w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><p id=\"caption-attachment-2872\" class=\"wp-caption-text\">Police experts said the Viking gang originated to provide protection from the Sur 13s.<\/p><\/div>\n<p>The impetus for the legislation, sponsored by Senate Majority Leader Dominic Pileggi, occurred Dec. 3 when Cuahuctemoc Bedolla, 27, and Jose Rodriguez, 29, died at the hands of a group of rival gang members at an outdoor party. Twelve defendants were eventually charged in the killings.<\/p>\n<\/div>\n<p>After the arrests, Hogan said New Garden Township Police Chief Gerald Simpson approached him to discuss legislation to prevent the kind of violence spurred by the double homicide, which was reportedly sparked by hatred between the Sur 13 and Viking gangs.<\/p>\n<p>\u201cFighting gangs was an area that simply was not addressed by Pennsylvania law,\u201d said Simpson.\u00a0 \u201cAfter the murders, local parents were telling me that they were afraid that their kids would get pulled into gang life.\u00a0 We needed a way to prevent our young people from being lured into these violent gangs.\u201d<\/p>\n<p>Hogan said he met with Pileggi, who applauded the rationale for the law and worked with Senators John Rafferty and Ted Erickson to co-sponsor the legislation, which was supported by all county legislators.\u00a0 The Pennsylvania Senate approved the bill 45-3; the Pennsylvania House approved the bill 195-0, Hogan said.<\/p>\n<p>\u201cGang violence impacts communities all across Pennsylvania: urban, suburban, and rural,\u201d said Pileggi.\u00a0 \u201cI\u2019m pleased that we will have a law on the books giving prosecutors powerful new tools to combat the spread of gang activity.\u201d<\/p>\n<p>Hogan said the bill makes it a crime to recruit people into criminal gangs, with an increased penalty depending on the level of force used.\u00a0 Using threats or intimidation is a misdemeanor, while causing injury to recruit for a criminal gang is a felony.\u00a0 The grading of the crime increases if the victim is a juvenile.\u00a0 The bill also adds sentencing enhancements for gang-related crimes, Hogan said.<\/p>\n<p>Chester County Detective Joe Nangle, a recognized gang expert, explained why the measure was needed.\u00a0 \u201cIn areas where gangs already exist, the gangs recruit juveniles to feed their ranks.\u00a0 In addition, gangs believe that juveniles face more lenient treatment in the criminal system, so the juveniles are sent to do the \u2018dirty work\u2019 for the gang,\u201d Nangle said.<\/p>\n<p>Nangle pointed out that juveniles are at risk even in areas where gangs do not exist. \u201cGangs often start recruiting by approaching juveniles, as they are most susceptible to the lure of gang life,\u201d he said.\u00a0\u201cSo no matter where you live, this legislation gives law enforcement a weapon to prevent gangs from forming or to choke off existing gangs.\u201d<\/p>\n<div id=\"mod-article-text-2\">\n<p>Authorities say the largest local Hispanic gang is the Sure\u00f1os, also known as the Sur 13s, which is Spanish for south 13, a reference to Southern California and the 13th letter of the alphabet \u2013 signifying marijuana or mafia, depending on the faction.\u00a0Local police said that while area members have adopted Sure\u00f1o icons in tattoos and grafitti \u2013 a triangle of three dots or the Roman numeral 13 \u2013 they have no ties to a larger organization. The\u00a0Vikings, also known as the Vaqueros, originated in southern Chester County to protect themselves from the Sure\u00f1os, police said.<\/p>\n<\/div>\n<div id=\"attachment_2873\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"http:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/10\/Image3.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2873\" class=\"size-medium wp-image-2873 \" style=\"border-width: 2px; border-color: black; border-style: solid; margin: 4px;\" title=\"Image\" src=\"http:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/10\/Image3-300x282.jpg\" alt=\"\" width=\"300\" height=\"282\" srcset=\"https:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/10\/Image3-300x282.jpg 300w, https:\/\/coatesvilletimes.com\/wp-content\/uploads\/2012\/10\/Image3.jpg 528w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><p id=\"caption-attachment-2873\" class=\"wp-caption-text\">Tattoos are another way that gang members demonstrate their allegiance, according to police.<\/p><\/div>\n<p>Hogan said teamwork throughout Chester County facilitated the law\u2019s passage.\u00a0 \u201cIn most places, it takes years to get any legislation through.\u00a0 In Chester County, Chief Simpson identified a problem and proposed a solution.\u00a0 We discussed the issue and brought it to Senator Pileggi.\u00a0 Senator Pileggi immediately recognized the merits of the bill and made sure that it became the law of Pennsylvania within months.\u201d<\/p>\n<p>Hogan said gang life typically leads to prison or death. \u201cHopefully, this legislation will save a few lives,\u201d he said.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>D.A. credits teamwork for quick passage of law spurred by double homicide By Kathleen Brady Shea,\u00a0Managing Editor, The Times At a December bonfire gathering in New Garden Township, gang rivalry turned deadly as knife-wielding assailants killed two partygoers.
