Peter Y. Foster, 48, of Coatesville, apparently had other ideas, police said, leading Thompson on a chase for &#8220;numerous blocks&#8221; before Foster was taken into custody in the 500 block of Coates Street, police said.<\/p>\n<p>Foster was charged fleeing and eluding authorities and reckless driving, police said. He was arraigned and taken to Chester County Prison after failing to post 10 percent of $30,000 bail, court records said. A preliminary hearing is scheduled for Nov. 18.<\/p>\n<p>Coatesville Police arrested Dayvon N.
