The CDC will seek to create a landbank to put homes in possession of eligible Coatesville residents by bypassing the tax sale process. In many cases, the CDC hopes that the rehabilitation mortgage will be the first mortgage. Residents could use the HUD 203k program could be used for many of the people now HUD has raised the rehabilitation amount has been raised to $50,000

The CDC also seeks to work with current homeowners to package in $5,000 grants to enable them to start improving the existing homeowner housing stock in the zone, and combined with the use of the 203k program, the CDC looks to create clusters of renewal in the neighborhoods.
