City police: 3rd disturbance call leads to arrest

Coatesville woman cited for public drunkenness, disorderly conduct

IMG_0485On Monday, Dec. 2, at 11:51 p.m., Coatesville Police were dispatched to the unit block of South Third Avenue for a disturbance – the third such call in several hours, Officer Chris McCarthy reported. Upon arrival, Dawn M. Rubincam, 30, of Coatesville, was arrested after she was found to be intoxicated in a public area of the Ash Park Terrace Apartments, police said. Rubincam was cited for public drunkenness and disorderly conduct, taken to the station, and held until sober, police said.

Cpl. Jonathan Shave and Officer Raymond Jaglowicz went to the residence of Zachary Lafond, 20, of Coatesville, in the 100 block of South Fifth Avenue on Monday, Dec. 2, at 9:20 p.m. to serve a bench warrant for possession of drug paraphernalia, police said. Lafond was taken into custody without incident, arraigned, and transported to Chester County Prison after failing to post $2,500 cash bail.

Officer Raymond Jaglowicz initiated a traffic stop on Monday, Dec. 2, at 5:31 a.m. at South First Avenue and East Harmony Street on a vehicle with a suspended registration operated by Charles Gibbs III, 39, of Coatesville, police said. While interviewing Gibbs, Jaglowicz smelled marijuana and instructed Gibbs to exit the vehicle, police said. Gibbs admitted that there was a marijuana “roach” inside, which was recovered, police said. Gibbs was notified that he would receive a summons for marijuana possession, police said.

A vehicle violation led to a traffic stop in the 100 block of West Lincoln Highway on Monday, Dec. 2, at 7:57 p.m., Cpl. Jonathan Shave reported. Police said the driver, John Bowman Jr., 23, of Coatesville, was found to be in possession of several bags of marijuana. He was processed and released on a summons for drug possession, police said.

Cpl. Jonathan Shave observed John Rothwell walking in the 300 block of East  Lincoln Highway on Monday, Dec. 2, at 11:23 p.m., police said. Rothwell, 55, of Coatesville, had several warrants from Chester and Montgomery Counties and was taken into custody and held for arraignment, police said.

On Dec. 2 at 11:35 p.m., police responded to the 300 block of Valley Road, where they made contact with Lionel Montanez, 29, of Coatesville, Officer Jose Colon reported. Police said they determined that Montanez had a warrant from Orange County in Florida, and he was taken into custody and held for processing.

On Monday, Dec. 2, at 9:30 p.m., Cpl. Jonathan Shave was dispatched to the 200 block of West Harmony Street for a disturbance, police said. After speaking with witnesses, police said Patrick Hickson, 18, Jahlique Jones, 18, and Jerome Norman, 19, all of Coatesville, had come to a residence to fight with a person who left prior to their arrival. The three were cited disorderly conduct, police said.

A Broomall man was cited for causing a one-vehicle accident on the westbound off ramp of the U.S. 30 Bypass at Rt. 82 in Coatesville, said state police from the Embreeville barracks. John N. Johnson, 69, left the travel lane of the bypass on Wednesday, Nov. 27 at 9 a.m., striking the metal guiderail with his a 2003 Ford Windstar, police said, adding that he was wearing a seatbelt and was not injured.

Responding to a disabled motorist on the westbound U.S. 30 Bypass near Rt. 82 in Valley Township on Saturday, Nov. 30, at 9:20 p.m., state police said Marcus D. Rogers, 53, of Lincoln University, was determined to be under the influence. He was arrested, and charges were filed in district court, state police said.

Wai K. Loh, 30, of Philadelphia, was cited for speeding on the westbound U.S. 30 Bypass, east of Rt. 82 in Caln Township, on Wednesday, Nov. 27, at 5 a.m., said state police from the Embreeville barracks. Police said Loh lost control of his 2007 Nissan Altima after traveling through a puddle and struck the guide rail twice. Loh, who was wearing a seatbelt, was not injured, but his vehicle had to be towed from the scene, police said.
