Chester County has appointed Michele DiCaprio as the new Director of the Department of Voter Services. DiCaprio succeeds Karen Barsoum, who left the position earlier this month.
Chester County Administrator Erik Walschburger said, “As a foreign service officer, Michele has spent her career leading complex international operations in fast-paced environments while ensuring federal compliance. Through her years of work on election operations and counterterrorism program evaluation, she has established a strong track record of developing high-performing teams, strengthening organizational effectiveness, and managing critical public-facing services.
“Her collaborative leadership style, strategic perspective, and commitment to public service make her exceptionally well-suited to lead the Department of Voter Services and maintain the high standards of service, accountability, and reliability that Chester County voters expect and deserve.”
Megan Moser, Deputy County Administrator, said, “Michele’s experience with large-scale public programs has prepared her well for the challenges of modern election administration. Her understanding of data interpretation, performance measurement, and stakeholder engagement will help us continue enhancing the voter experience in Chester County.
“Michele brings expertise in operational planning, staff training, data systems oversight, and stakeholder engagement developed throughout her career in public service. Most recently, she served as a senior U.S. diplomat in Mozambique, where she directed $70 million in federal assistance to advance governance, human rights, and democratization.”

Elections are the foundation of our democracy, and I am committed to serving voters with integrity and transparency.”
DiCaprio holds a Bachelor of Science in Business Administration from Indiana University and a Master of Arts in Law and Diplomacy from Tufts University. She lives in West Chester with her husband and daughter.
DiCaprio starts her new role as Director of Voter Services on July 20.
